  • OECD criticizes fees for foreign technical trainees in Japan

    The OECD said Thursday that it is problematic that foreign technical trainees often bear heavy debts to pay fees to the organizations that send them to Japan.

    The position was included in an overview of the OECD's first review on Japan's foreign labor policy, conducted over the three years from 2021 with the labor ministry's National Institute of Population and Social Security Research.

    TOKYO - Some 40 percent of highly skilled foreign workers choose to remain in Japan, a report by the Organization for Economic Cooperation and Development showed Thursday, with the relatively high rate benefitting the Asian nation struggling with a labor shortage.

    In its first review of Japan's labor migration policy, the OECD also highlighted controversial aspects of the country's foreign technical intern program, which the government plans to revamp amid criticism that the program has provided cover for companies seeking to import cheap labor from Asia and fostered conditions conducive to human rights violations.

  • Foreign workers in Japan climb the ladder at smaller firms

    The number of foreign workers in Japan increased nearly threefold in a decade to 2.05 million in 2023, according to the Ministry of Health, Labor and Welfare. Although companies have been relying on foreign labor for years, the recent surge has increased the need for foreign supervisors.

    Japan needs 6.74 million foreign workers to achieve the government's growth goals for 2040, according to the Japan International Cooperation Agency. This will require not only attracting more foreign talent, but retaining it as well.

  • Over 80,000 foreigners working at convenience stores in Japan

    Over 80,000 foreign nationals work part-time in Japan's three TOKYO- major convenience store chains, data collected by Kyodo News showed Wednesday, in a trend likely to continue amid labor shortages from an aging population.

    Foreign workers now represent around 10 percent of the part-time labor force across branches of Seven-Eleven Japan Co., Lawson Inc. and FamilyMart Co. convenience stores, according to the data.

  • Japan small firms raising wages amid labor shortages, government paper says

    Wage hikes are spreading among small companies in Japan, which account for about 70% of the country's employment, on the back of labor shortages and price increases, according to a government white paper.

    At the same time, the 2024 White Paper on Small and Medium Enterprises in Japan said that such firms need to step up moves to pass on higher costs via pricing and secure sufficient funds to boost wages in order to achieve sustainable wage growth.
